I didn't watch the video but about 2010, I'm pretty sure the social impact of Tik Tok/Bad Romance/Love the Way You Lie were more comprehensible and visible than California Gurls. CG was big, that's for sure, but I feel as we all have experienced 2010 we know those 3 songs did shape up a lot of 2010.

Now, I'm not sure how this video is taking into account everything, as if it's by charts, then definitely CG.

Yes I know lol. The most sold/played doesn't always equate to the most influential. For example I know almost everyone now wants to shoot whoever plays Despacito or Closer. I'm just saying if that list is basing its order on stats other than sales, then it's not surprising why GC wasn't in place of Tik Tok. But as @Dirkje clarified it's neither what was assumed and rather by the amount of time it charted in #1.
